Effects
Small guns gain a greater stagger chance and increased limb damage.

Notes
- The effects of Enforcer are calculated per projectile, as opposed to per shot. If multiple projectiles connect to a single limb, stagger is more likely; becoming nearly guaranteed at ranks two and three if used with multi-projectile weapon.
- Before Update 60, the perk worked only with shotguns.
- Before update 59, Enforcer provided 5%/10%/15% stagger chance and 10%/20%/30% chance to cripple a limb for all shotguns.
