Lao Chou is the proprietor of the Flying Dragon 8, not sharing the xenophobia of his fellow Shi in 2241.
Background
Jovial and knowledgeable, he sells equipment of the highest quality, as well as information. He is also extremely honorable, holding people up to their word and not giving them any slack, especially if they try to weasel out of it.

Notes
The player's money will remain in Lao Chou's normal inventory after making a purchase, allowing one to pickpocket their coins back from him. This allows for essentially free purchases, provided that the player only pays for their items in coins rather than using unwanted valuables to make up for the price.
