Buried under a heap of rags and with an extremely strong smell, the owner of the junkyard in the NCR Bazaar is a skilled mechanic plagued by lice and various other illnesses. He has a tendency to name his junk, like he would his children.

For $5 apiece, Ratch can give the Chosen One some minor gossip. Otherwise, for $1,000, he can install a blower, which he has named Claudia, into the Highwayman. The process will take him six hours to complete and adds a speed increase to the car.
