Rotface is sitting against a destroyed building next to Mick & Ralph's, just past Freeside's east gate. He has lived on the streets of Freeside for a long time, so he knows lots of odd information and general gossip. He is even willing to disclose these bits and pieces for a price, of course.
Kings' Gambit: Among those 30 tips is the information about Pacer's dangerous drug usage (this will allow the Courier to kill Pacer by adding Psycho to his Jet stash).
G.I. Blues: Rotface can be paid to reveal the location of the NCR charity near the train station for 150 caps (50 caps with Barter check 25), and further the password "Hope" for another 250 caps (100 with Barter check 50).
Effects of player's actions
After buying enough tips from him, when next entering Freeside, Rotface will appear now wearing Eulogy Jones' hat. The most reliable method of obtaining the hat seems to be paying for exactly 11 tips, waiting outside the east gate in the Mojave Wasteland, then re-entering Freeside whereupon he should be wearing the new hat. The hat, which appears to be an expensive cowboy hat with a purple feather, can be obtained by killing or reverse-pickpocketing Rotface - killing Rotface does not cause a drop in Karma nor will it cause Freeside infamy or hostility from the local residents. (This is a part of the unmarked quest Rotface's Loose Lips.)
If the Courier tries to pickpocket him after buying a tip, he will still appear to have no inventory, so caps given to him are actually disappearing from the game altogether.
Like the vagrant and Dixon, he can be killed without gaining Freeside infamy or Karma loss.
The developers had intended for Rotface to eventually wear Eulogy Jones full suit. How the Courier treated him was also meant to have a much larger role, with some options ending with him attempting to rob the Courier.[1] The player was supposed to be given the option to tell him that his hat looked nice and the next time they returned to the cell Rotface would be wearing the suit.[citation needed]

There is a variable 'RumorCount' that must equal 10 and cannot go over. The player must request no more than 10 tips, then exit the cell and return. Note: If one counts to 10 by beginning at 1, then RumorCount will only be 9. This is because computers almost always use 0 to begin arrays and lists.[verified]
