Swanson works directly for the compound and administers the SAFE test at the front gate of Covenant. According to the mayor of Covenant, Jacob Orden, he has little to no idea who he was, where he came from, or how to help him.[1]
During the quest Human Error, if one decides to rescue Amelia Stockton, Swanson and the rest of Covenant will become hostile towards the Sole Survivor. Following Stockton's liberation, if not killed at Covenant, he may appear in a random encounter and attempt to assassinate the Sole Survivor.
If he becomes an allied settler (through siding with the Compound), he can neither be traded with, nor assigned to settlement tasks--not even with the use of console commands.
PC Sometimes, Swanson may not be assigned properly to the workshop faction (settler faction), which will cause player-owned turrets to fire at him. This can be fixed using the console commandaddtofaction 337f3 1.
