Detailed walkthrough
During Wayward Souls, accept the job from Duchess to receive the overseer's holotape she had collected. Listen to the holotape and follow the road southwest to Flatwoods. Expect to find a few mongrels and mole rats along the way and at the abandoned Green Country Lodge, maybe a hostile Mr. Farmhand. Once there, head into the church that served as the headquarters for the Responders to find another holotape to listen to in the overseer's cache there. To conclude the quest, head over to the tavern opposite the church and register as a volunteer with the Responders at one of the registration terminals there.
