Captain Rodriguez is a member of the New California Republic Army in season two of the Fallout TV series.
Background
Rodriguez is a member of the New California Republic Army and one of the last remaining NCR holdouts in the Mojave Wasteland, having remained guarding against Caesar's Legion since the destruction of Shady Sands and her unit's subsequent loss of communication with other NCR forces in the region. Together with Ranger Biff and another veteran Ranger, the trio have been camped at an outpost near Primm as of 2296. Like Biff, Rodriguez believes that the NCR is winning the war against the Legion, and continues to hold on to hope that NCR reinforcements will one day arrive.
Around July 2296, the group's location was exposed to the Legion by the Ghoul in exchange for the safety of Lucy MacLean. However, the Ghoul chose to warn them afterwards, leading them to pack up their outpost and leave to avoid being captured by the Legion.[1] Rodriguez eventually managed to reconnect with other NCR military remnants. Under her command, a squad of NCR troopers and veteran Rangers marched into Freeside, taking over its defense from Maximus, who had been holding out alone to prevent a pack of deathclaws infesting the New Vegas Strip from overrunning Freeside. The NCR remnants seem to be staying in Freeside as a base of operations from which they seek to recruit new manpower.[2]
Fallout TV series
The Profligate
At Camp Golf, the Ghoul learns about "Rangers in the hills" from Victor, and subsequently leaves in search of these Rangers to enlist their help in saving Lucy MacLean from the Legion. He eventually nears their outpost in the hills near Primm, where he is ambushed by Rodriguez and two Rangers; Rodriguez fires a warning shot near the Ghoul before declaring her name and affiliation and walking towards him. When one of the Rangers knocks down the Ghoul, Rodriguez orders him not to shoot due to the Ghoul having had a long history with the NCR.
The trio bring the Ghoul to their outpost. Seeing that they are the only three NCR members present, the Ghoul mocks them; however, Rodriguez firmly believes that NCR reinforcements are still out there, though she acknowledges that the isolation has taken a harsher toll on Biff than herself. She claims that there was an NCR battalion in the east before Shady Sands was destroyed, and asks the Ghoul for help contacting them, as her own group is "boxed in" by the Legion and cannot move. However, the Ghoul tells her off, saying that the destruction of Shady Sands happened almost twenty years ago and that NCR reinforcements are not coming.
The Ghoul sarcastically explains that the NCR no longer has what he came looking for. Though Rodriguez insists they are still winning the war against the Legin, the Ghoul doesn't believe it. Seeing the Ghoul start to cough, Rodriguez still offers him some inhaler vials for free to help stave off his feralization while attempting to garner his support for their cause, knowing that he had once believed in their values. The Ghoul still refuses, snatching the vials and claiming that the NCR is better off dead before leaving.
The Ghoul later bargains with the Legion, giving them the location of the NCR holdouts in exchange for Lucy's release, with the Legion preparing to attack the NCR holdouts. However, upon reflecting on his past, the Ghoul sets off explosives in the Legion camp, inciting warfare between the camp's divided factions and sparing the NCR holdouts.
The Demon in the Snow
The Ghoul subsequently brings Lucy back to the NCR outpost, where the NCR holdouts help her recover from her ordeal. After Lucy wakes up, she and Rodriguez briefly talk about the NCR and its values, with Biff and Rodriguez mentioning that they came from Shady Sands and lamenting its destruction to a visibly uncomfortable Lucy.
Rodriguez tries to recruit Lucy to the NCR cause, but Lucy refuses, citing her goal to find someone and bring them to justice (but keeping her target's identity vague, fearing that Rodriguez and the others would turn violent if told that she is the daughter of the man who destroyed Shady Sands). Rodriguez accepts this, but tries to impress in Lucy one last time that the NCR stands for justice in the wastes. She allows Lucy to take a number of weapons from their cache before they leave, while Rodriguez and the others continue packing up in preparation for moving out.
The Strip
Maximus, fighting to defend the people of Freeside from the deathclaws infesting the New Vegas Strip, is forced to abandon his Ranger power armor after it takes too much damage. Though he is prepared to fight a melee battle to the death, he is saved by an NCR veteran Ranger with an anti-materiel rifle. This gives a window for a unit of NCR troopers and a handful of armored Rangers to march into Freeside. Rodriguez herself steps out in front of the assembled force and tells Maximus to let them take over the fight against the creatures, to which he quickly agrees.
Personality
Rodriguez is a true believer in the New California Republic and the progress it represents for the wasteland, citing their support for clean water, education, equal rights for ghouls, and organized justice. She harbors a strong desire to help others, offering the Ghoul some inhaler vials despite his constant and cruel mockery of their predicament. Despite the fragmentation of the NCR, she still believes her allies are out there, as it may save her and her troops, and she is proven correct when she eventually manages to reunite with a larger NCR military force.
