Athens is a location in the Burning Springs region of Appalachia in Fallout 76, introduced in the Burning Springs update. It is home to Hocking University, but has since become abandoned and a dangerous locale in post-War Ohio.
Background
Pre-War
Before the Great War, Athens was a college town home to Hocking University, a major institution of higher learning in southeastern Ohio. The city was first settled in 1797, and the university was founded there in 1804. Athens was also the host of a popular Halloween celebration held annually since 1974, promoted with the slogan "dressin' up and partyin' down."[1] The city had a historical society that maintained the grounds of the nearby Athens Lunatic Asylum, which was constructed in 1874 before being damaged beyond repair in a storm in 2048.[2] Other sights in the vicinity of Athens included a train station,[3] as well as Strouds Run State Park and the Dow Lake Watershed.[4] By 2077, Hocking University was still a major presence in the city, alongside the Abraxodyne Chemical company,[5] which maintained a legal office in town and advertised at the university's football stadium (home of the Hocking Hogs).[6][7]
Great War aftermath
When the bombs dropped, Athens did not suffer a direct strike, but citizens of the town began to volunteer and provide aid.[8] A detachment of the Ohio National Guard, led by Captain Richard Murphy, were training nearby outside Athens when the war struck, and quickly redeployed to secure the town and ensure the safety of its civilian population. However, they encountered issues from day one, including severed communication lines and leadership breakdowns. Captain Murphy was unable to reach his commanding officers, the U.S. Army, or the Governor of Ohio, despite all attempts at contact, nor was he able to reach anyone in Columbus or Cleveland. The mayor of Athens died from a heart attack within the first hour of the war, and the city's chief of police went missing. Nevertheless, Captain Murphy hoped to receive extra relief eventually, and established a secure stronghold at the Athens Armory in the meantime, while also dispatching several National Guard Protectrons.[9]
Shortly after the outbreak of the Great War, an Abraxodyne Chemical train derailed at the tracks in Athens, spilling chemicals from Project Meadow Breeze. The National Guard quickly contained the area of the accident and warded off nearby civilians, but the damage was already done, as the red toxic chemicals seeped into the environment and contaminated the water in Athens, marking one of the first known spreads of the Rust.[8][10][11] Making matters worse, seismic activity caused severe damage to the town's infrastructure by October 25, which Captain Murphy attributed to aftershocks from the nuclear exchange. These quakes damaged many buildings in Athens, as well as water pipes and the overall topography of the town. Although the National Guard set up walkways in the most affected areas, Captain Murphy saw the overall situation as dire and made the choice to impose strict rationing.[12] This rationing led to desperation among Athens' populace, with friendly neighbors now resorting to stealing water from each other,[13] and others seeing rats as potential food sources.[14]
By November 2077, scouting parties reported that the areas surrounding Athens were even worse off due to significant environmental damage from the chemical contamination, not to mention unrest and disparate refugees, while those sent to Columbus and Cleveland never even returned. Facing a lack of a reliable clean water source, Captain Murphy chose to put Athens under lockdown, sealing the town's borders. The guardsmen were unable to meet the demands of additional arriving refugees, instead trying to save those for whom it was still possible to provide.[15] This lockdown caused widespread controversy in Athens between those who supported it and those who opposed it. Hocking University's dean, Wilson, gave a speech in support of Captain Murphy's decision, but Jerome Simms, a university class president, expressed his opposition and declared his intent to deliver supplies to people outside Athens who needed help, and bring back anyone who could make the return trip.[16] Even still, one of Jerome's loved ones, Ellen, countered this by emphasizing their own need for the supplies being taken, and she refused to associate with him.[17]
Upon reaching Albany, those who snuck out of the city were met by armed bandits on the road. These raiders took the supplies meant for the needy, and murdered Jerome. When they returned to the Athens city limits, they were refused entry by the National Guard. Those who survived drank water from the contaminated river out of desperation, and soon became deathly ill.[10] Efforts were made by Hocking University engineering students, including Marsha and Issac, to develop a water purifier.[18] They were successful, although the purifier was reportedly slow to work. Droves of civilians suffering from thirst amassed at the purifier, taking buckets to fill up for themselves, and a panic occurred when someone yelled that the clean water was running out. The National Guard unsuccessfully attempted to control the situation, but when the crowd surged, a citizen grabbed Private Kupowski's rifle, which led the guardsmen to open fire. When the smoke cleared, Kupowski and three civilians were dead. Additionally, the purifier was damaged beyond repair in the crossfire, and the horror of the riot stifled future efforts to acquire clean water.[19][20]

As time went on and the situation in Athens only worsened, the sickness caused by the Rust became increasingly debilitating.[5] Coupled with the effects of radiation, people began losing their hair and developing sores and lesions on their skin, showing early signs of ghoulification. Awareness of the condition was heightened when a mailman, having devolved into a feral ghoul, rushed into town sporting melting flesh and screaming wildly. The guardsman shot the mailman down, but fear among the populace was now reaching a critical miss. Servicemen quickly recognized that the violent tendencies and neurological degradation among affected individuals (those becoming feral ghouls), in addition to their mere physical appearances, would lead to further unrest.[21][22] By December 8, Captain Murphy authorized sweeping quarantine measures and corpse disposal protocols, leading to burn pits for contaminated individuals being set up throughout the town, while others would be exiled.[23] All the while, the problem of hostile bandits outside the city grew, and some residents wished they had not survived the war at all.[24] Those who were affected by ghoulification began to hide their symptoms and barricade themselves in their homes, hoping to avoid the fates of their neighbors who ended up in the burn pits.[25]
Despite the National Guard's efforts to contain the threat of people going feral, the number of affected individuals only grew; according to one report from Private Wendy Vanderman, numbers of feral ghouls around their perimeter increased from thirty to sixty within a single week, and she hoped to gain authorization from Captain Murphy to open fire, but the captain still held out.[26][27] Professor Franklin Metter of Hocking University offered some sort of recommendation for Captain Murphy's forces at some point in the aftermath, but it is unclear what he told them, as the terminal entry is corrupted.[28] Professor Metter was one of many who eventually fled the town, describing it as "ruined;"[29] the number of people escaping Athens only grew over time, as many joined up with scavenging groups[11] or even raider gangs.[30][31]
Abandonment and scavenging
By December 21, 2077, Captain Murphy described the situation in Athens as an "untenable" breaking point: no unspoiled food or uncontaminated water remained, and many guardsmen were affected by ghoulification, and some even went feral themselves. With most of the civilian population having fled for greener pastures (including places with actually clean water and food),[11] become feral, or ended up dead, Captain Murphy saw total collapse as "imminent" and let his men go. Though he relieved others of their duty, Murphy himself stayed behind at the Athens Armory to protect the stockpile there, so that the weapons could not contribute to further destruction. Medical officer Edwin Greer took the armory key and went east into Strouds Run State Park, agreeing that "weapons have cost this world enough." Murphy signed off his final report by saying, "History may judge me harshly. I truly am sorry. I did my best."[32][33]
As Athens became an abandoned, overrun ruin within two months of the Great War, the city has developed a notorious reputation in the region that would come to be known as Burning Springs; signs outside the city limits warn travelers not to venture further into Athens,[34] and many residents of Highway Town regard Athens as a death trap.[35] Nevertheless, the ruins of the city have remained a location of interest for scavengers to pick over throughout the years,[36][37] including the Ash Cavers (led by former resident Professor Franklin Metter),[38][39] and one group led by a scavenger named Schmidt, who encountered little trouble at first, before later being overrun by feral ghouls.[36][40] By 2105, the only inhabitants of Athens include countless feral ghouls and a few roaming National Guard Protectrons, as well as Bodhi, a man holed up in the old Abraxodyne legal office while investigating the fate of his daughter, and the Exec, a ghoulified former Abraxodyne board member secluded in his apartment.[41] However, the Rust King has also sent patrols of his raider army to Athens, which has gained the attention of a Highway Town resident named Moose, who seeks to ambush them with help from the Vault 76 dwellers.[42][43]
Layout

When entering the city from its main entrance at the fast travel point, there is a boarded-up train station to the west, before the large wooden gate. Past this gate, the player emerges onto Richland Avenue. Before reaching the end of the avenue to the north, there are various sites to the west and east. To the west, an unnamed building with a dome on its roof sits next to the Abraxodyne office, which can be spotted by the large Abraxodyne Chemical sign on its side. The office is attached to a ruined storefront that is still accessible, containing various loot on its shelves. Behind this area is a basketball court. A National Guard Protectron roams around the intersection of Richland Avenue and Union Street. Seismic activity has caused a landslide at this intersection, leading to the ground becoming extremely uneven just before the courthouse in the center of town.
Athens is supported by several roadways, including the aforementioned Richland Avenue and Union Street, the latter of which runs through much of the south-central part of town. Three north-south roads connect Union Street to Carpenter Street on the northern side of town: Congress Street in the west, Court Street in the center and College Street in the east. These three streets are broken up into segments with different elevation.
On the eastern side of Richland Avenue, there is a large wooden grandstand set up for live music as part of the Athens Halloween celebration pre-War. A first aid box and various other containers can be looted behind the main stage. Also on this eastern side is the main entryway to Hocking University's campus. Stepping through the brick gateway onto the college green, there are three inaccessible buildings in a plaza. Heading further east, there are two more buildings: a university hall and the library, connected by a walkway. In the area underneath this walkway and surrounding it, there are various tents set up, as well as dead Highway Town settlers and brahmin. Feral ghouls will attack from this area. A cooking station is found here, as well as various containers to loot.
Further east past the college buildings is the Hocking University football stadium, a wide-open area, supported by two opposing sides of bleachers. There is a scoreboard that can be read here, but not much in the way of notable loot. North of the football stadium, on Union Street, there are several houses including some used by fraternities and sororities. While heading east leads out of town, west of this area, there is more earthquake damage, including in front of a large parking garage on the southern side of College Street. The garage has five levels (counting the top of the garage as the fifth) with varying levels of deterioration, and the third level has various workbenches inside. It also connects to Athens' complex network of rooftop structures, similar to Morgantown.
West of the parking garage still along College Street, there is a pub that can be accessed, situated next to a much smaller diner. In the central part of town, the courthouse is found in the heart of Athens, and the University Bookstore is situated east of it. On the road (Court Street) between the two, various Halloween decorations and festival stalls were repurposed for aid, including one with a sign that reads "NO MORE WATER." A building known as 8 North Court is inaccessible. More hostile feral ghouls appear in this area. Various stairs and barriers have been set up to the north, where another change in elevation due to seismic activity has occurred. The segment of Court Street above this area features a scarecrow and more Halloween stalls. A building to the east has a large scaffolding face and can be climbed to access the rooftops. The entrance to the executive's apartment is found east of this area, along the ruins of Washington Street, which connects the north-south Court Street to the upper part of College Street, where the Pallas Cinema is located.
To the west behind the courthouse, on the ground level, there is a garage that can be accessed, holding many lootable containers. A fire escape in this alleyway leads to a third-floor apartment in a white building, with some items of interest. Further west, there is an intersection of Union Street and Congress Street, where there are more Halloween stalls with feral ghouls near a few tall buildings that were severely affected by the seismic activity, including a ruined brick apartment building with a sign on the top. There is also an inaccessible barber shop, noted by a sign near one of the Halloween stalls. The walkways to the north here (designated by a right-pointing street sign against the rock wall) cross the roof of a blue building before reaching a small segment of Congress Street with a pile of burnt bodies in the center. Another pub is found on this street, in worse condition than the one further to the east, but it does have more verticality and ruined upper floors to see, as well as a Pulowski Preservation shelter near the back door.
On the ground level further west along Union Street, there is a ruined building with stone columns facing south, before reaching a segment of the train crash with various overturned boxcars. Past the wreck on the train tracks, there is a dug-in hole for burnt corpses (in which bloatflies may appear) and a few more houses before reaching the western city limits.
On the upper, northeastern side of town, the Pallas Cinema is found along College Street. Carpenter Street runs along the northern and eastern edges of town; Strouds Run State Park is east of the city when exiting it along Carpenter Street, past a bridge. An inaccessible Slocum's Joe is on the corner of the intersection between Carpenter Street and College Street. Carpenter Street, on the northeastern side of town, is also the site of a large brick church, surrounded by various military tents and a cemetery. Part of the church has collapsed into a large ravine further to the north, while a wooden bridge crosses this canyon, accessible via the graveyard.
The Athens Armory on the northern side of town
At the far northern part of town, in its center, is the Athens Armory, at the ending of the north-south Court Street and the middle of the west-east Carpenter Street. The armory is not a separate interior and can be explored as part of the game's overworld. For more information on the Athens Armory, see its page's layout section. The area surrounding the armory is fenced-off for the National Guard. Some accessible buildings in the area include a hardware store that has collapsed (south of which is the area of Court Street with the scarecrow decoration) and a ruined department store containing clothes hangers and whose stairs connect to the roofs and balconies of other buildings, including one with a hot tub. There is also an inaccessible beauty salon within the fenced-in area. Past the gate to the northwest, there are additional fraternity houses on Carpenter Street, split up by more boxcars from the train wreckage. More earthquake damage has taken place around the site of the crash. A bluish-gray house on an elevated area marks the most northwest point of interest.

Behind the scenes
- Athens is based on the real-world city of Athens, Ohio, which is the county seat of Athens County. Hocking University is the Fallout world's equivalent of Ohio University, which is located in the real-world Athens. The name of the university is also similar to a nearby community college, Hocking College, in Nelsonville, Ohio. Several of the buildings found throughout Athens in Fallout 76 are modeled after real-world buildings in Athens and on Ohio University's campus.
- The large building in the north central part of town with a clock tower corresponds to the Athens County Courthouse.
- In general, many of the buildings featured on Hocking University's campus in-game correspond to the College Green of Ohio University:
- The brick gate shortly to the right (east) after entering through the main entrance (at the fast travel point) corresponds to the Alumni Gateway at the College Green.
- The building with a clock tower and scaffolding attached to its face, to the southeast directly across from the gateway, corresponds to Manasseh Cutler Hall, the oldest academic building at Ohio University.[44] It is flanked by two smaller buildings, facing north and south, with two chimneys on each end of their respective roofs. These correspond to McGuffey Hall and Wilson Hall, which are administrative buildings in the real world. All of these buildings are named in the game's files, but do not have signage in-game.[45][46]
- Behind Cutler Hall, there are two university buildings facing each other, connected by an elevated walkway. The building to the north with a tower on top of it corresponds to Jefferson Hall, a residence hall on the Ohio University campus.[47] The building to the south, with a flatter roof, corresponds to the Vernon R. Alden Library, the central library facility of Ohio University. The latter is referred to by name in the game's files as the "VRA Library," but has no signage in-game.[48] In the real world, these two buildings are located in different areas and are not physically connected (Alden Library is on the south end of the College Green, while Jefferson Hall is on the East Green side of campus).
- The football stadium of Hocking University, found on the southeastern side of Athens behind Jefferson Hall, corresponds to Peden Stadium of Ohio University. It is referred to as "Penden Stadium" in the game's files, but has no signage for its name in-game, aside from "Hocking University 1804."[49]
- 8 Court Street, which in-game is a boarded-up building with block letter signage, is a real-world historic office building in Athens.

I had the honor of creating the towns of Athens and Albany, and seeing folks running around having a blast is a feeling beyond words! I went into it with the mindset of "if a game company was to make my home town, I'd want them to get as many of those little details that really make it home". Seeing the locals spot them has been the best part.
