The man is a corpse that can be found in Freeside in 2281.

Background

The corpse of this unidentified man is found in the west-southwestern corner of the half-destroyed building across from Mick & Ralph's. He was a victim of Elijah, the former elder of the Mojave Brotherhood of Steel, evidently fitted with a bomb collar and forced to complete some task given to him by Elijah.[1][Ext 1] This task seems to have been to acquire and deliver Euclid's C-Finder to Elijah.[2] His missing head, as well as the destroyed collar on his body and the wrench nearby, indicate that he was killed due to the collar detonating when he attempted to remove it.

The man was able to purchase Euclid's C-Finder from Sarah Weintraub, who described him as a "real twitchy, nervous sort of guy" of average height and age, with dark hair and a beard.[3] She noticed that he was wearing a thick collar made of metal, which seemed uncomfortable for the man, as she saw him constantly reaching towards it but stopping himself before doing so.[4] After the purchase, he asked Sarah if she knew of any place where he could hide out for a while, but which would not require money. She suggested he go to the building in Freeside that ended up being his final resting place.[5]

After the man's death, the rangefinder ended up in the hands of Max, a street urchin in Freeside.

Behind the scenes

According to Chris Avellone, Eric Fenstermaker (the designer of Veronica Santangelo) implemented the "bomb collar hints" in the Mojave Wasteland as a narrative hook for Elijah and his modus operandi in Dead Money.[Ext 1] This presumably refers to the man, his destroyed collar, and Veronica's comment implying Elijah to be responsible for his death.

    The Courier: "What'd you tell him?"
    Sarah Weintraub: "I said I didn't know about anything like that around here. But if he wanted to live for free, a lot of people do that in Freeside. I know there's a concrete building there across from Mick and Ralph's. No ceiling, but I think it still counts. Went up there one time to try and... you know... meet my neighbors in the biz. But you know, I don't think they took me very seriously."
